:If I understand you correctly, the IMO only practically relevant question is whether DRs filed by an IP which is likely associated to a banned/blocked user, should be tolerated. Of course, such DRs may be retaliatory, which makes them a problem for the targetted user. :{{o}} I believe the intention here is to delete all uploads from sock accounts, rather than IPs. We have plenty of precedence for this ''not'' happening, as there have been several sock accounts blocked in the last year where there were significant numbers of uploads made. These were judged on their own merits as to whether they were in scope for the project and correctly met the licensing policy. We do not need to have knee-jerk reactions and encourage yet more sock hunters. Frankly, I don't care much about people having legitimate alternative accounts, and as many as they fancy, so long as all their accounts comply with policy, do not corrupt discussions intended to create a community consensus - for example by voting several times in one DR, are not used to harass other users and are not used to evade blocks, bans or other community or office conditions.
