Hi Turelio, I made a further research and I found that image (http://commons.wikimedia.org/wiki/File:Tarkenton_Sistrunk_Superbowl_XI.jpg) was courtesy of the same Sistrunk for the Army as you can see here http://www.army.mil/media/234337. :Sorry, no. If Otis Sistrunk is shown in the image, he can't have shot it by himself. So "courtesy by Otis Sistrunk" just means, "thanks to Otis Sistrunk who has given us a copy of this photo to use it on our .mil website". PD-USGov is only valid if the photo has originally been shot by a US federal goverment employee performing his duties.
