I know that Commons doesn't have Wikipedia's Newbie rules but when an uploader is warned Not to upload copyright violations....and still does so, than he/she just doesn't care about other people's copyright unfortunately. So, some kind of sanction should be enforced. I thought a 2 week block could be OK but it looks like this uploader will come back after that time and continue doing what he/she is doing so perhaps an indefinite ban was warranted. *{{Comm}}: It is good that COM:BP says that 'blocking is designed to be a preventative measure and not a punitive one.' I did not know this. I knew an uploader could request an unblock any time but he/she should give a very good reason to be unblocked since this happens very rarely. But there was this [http://commons.wikimedia.org/wiki/Commons:Deletion_requests/Files_uploaded_by_%D9%85%D8%AD%D9%85%D8%AF_%D8%A7%D9%81%D8%B6%D9%84 massive Copy Vio] case where Admin INeverCry was forced to blacklist a flickr account and ban the uploader. I had to ask this Admin to do something to stop this massive copyvio. The uploader just stole images left, right and centres from an ARR German website and placed it on his own flickr account and licensed them freely.
