:::::OK, I see that he is probably a sock -- but as a CU I can't block him as a sock because I can't CU him. Easiest is probably just to warn him on Commons that if he uploads any more copyvios after the one week block is done, you will give him a much longer block (maybe indef) at once, without further warning. I'd support that. If anyone objects, then you enlist an AZ Checkuser -- or a steward (User:Trijnstel) if AZ doesn't have CUs and work it from that end. .     Jim . . . .
