:::I think it's because there aren't enough of them, or there isn't enough interest sometimes. It can take ages, though sometimes it's fast. There is a template that was made by people who were bored of waiting (well maybe it was) and it's called {{[[Template:OTRS pending|OTRS pending]]}} and you can put that onto the file to let people know that the file is ok.
