Hi Foroa, I saw that you blocked him only for 2 weeks, what you need to do is to block him at least for 3 months. The last time he was blocked for a month he came back and continue with is un cooperative behavior. You know that nothing effect him. He will come back in 2 weeks and do the same. The time blocking should be grow up not down until the administrators in Commons will understand that Commons without him is better than with him.
