I have seen that you have deleted the file indicated above from Commons, as it had been here from a very long time previously I would like to be sure that this is indeed a new policy of Commons and not just the personal interpretation of the user filing the deletion request. The interpretation of [[User:Futuretrillionaire]] is that the fact that this logo is ''blocked property'' means that ''The U.S. govt doesn't want us to use it at all'', I would say that this is strongly against the common interpretation of Freedom of Speech which is really inclusive in the US. Is this interpretation discussed somewhere in Commons or is it just the personal interpretation of this user ? In my opinion, ''blocked property'' would mean that FARC cannot claim any copyright on the flag in the US, and nothing more.
