:It is not sufficient that the subject of the image gives permission for it to be used on Wikimedia Commons, as the subject is not usually the copyright holder, even if he owns the physical photograph. Thank you for the guidance and help. I forwarded the photographers explicit permission for free license use to the email address in OTRS. I hope that resolves it!
