The fact is that I was able to rename BSicon_BHF+TUNNELe.svg and leave no article pointing to it (thus no damaged diagrams), while you renamed BSicon_BHF+TUNNELa.svg and five articles started showing mseed up diagrams. That means that when I move/rename a file it gets renammed immediately, while he can only flag a file to be ranamed, whenever an admin notices.
