A few days ago, a Commons user contacted us via OTRS, reporting a couple of low quality, home-made (and possibly illegal) porn images; they also left some feedback on how hard it is for an outside person to report ''anything'' on Commons.

I wondered a bit about possible ways to improve this experience for anonymous users (readers, lurkers), and I remembered the script that the Polish Wikipedia has been using for the past couple of years, with much success — both for articles, and files.

In short, it is a simple JS-based pop-up window (similar to what we use for renaming files) that people can use to report stuff; the script creates a new section at a single page that is being watched by many users, and they respond to the reports on that page. You can check out the experience at [[:pl:Special:Random|a random article on pl.wiki]] by clicking on the „Zgłoś błąd” link in the left sidebar; please use „Anuluj” not to leave test reports on that page :)

Since the feedback [[:pl:Wikipedia:Zgłoś błąd w artykule|left on the Polish Wikipedia]] seems pretty good, especially with regards to files — though there are, admittedly, some not very useful comments, too — I suggest that we give it a go here on Commons for a test period (say, 3 months or so) and decide whether we want to keep it after seeing how useful the users' reports are (or not).

In addition to a test run of this script, we could also change the sidebar for anonymous users, for instance by removing the "Upload file" link — which is useless since you need to be logged in to upload stuff here — and remove some other parts of the interface which are of little use for random people just surfing Commons: [[Help:Gadget-Stockphoto|Stockphoto]], which is the most prominent thing on a file page for anonymous viewers, would be my first guess. We could also rewrite the [[Commons:Contact us|contact us]] page (there's way too much text there now) as well as offer [[:mw:Guided tours|Guided tours]] to people that took the effort to report images to us.

Please note that in this proposal, the report link is visible both directly above the file and in the left sidebar, unlike on the Polish Wikipedia; I guess we could have it in one place only if people don't agree with having it so visible. On these screenshots, the sidebar is also edited to match the English Wikipedia more closely; these are just additional changes that can be scraped, of course.

I am aware of the cons of such a proposal — massive amounts of spam, useless comments, test edits, problems with lack of manpower to respond to messages left in languages other than English, etc. — but after seeing how well the tool seems to be used on the Polish Wikipedia, I believe it is worth a try.
