::Well, I have been under the impression that there was significant opposition to letting anonymous users nominate files for deletion, so we would need to mention it very clearly in the first pop-up window — and yes, we definitely can include OTRS and legal addresses for especially complicated or delicate reports (child pornography, etc.).
As far as the other modifications are concerned, I agree that we can discuss them separately; I removed them from the mockups merely to show how we can improve the navigation for anonymous users by simplifying things. I am not aware of the existence of any statistics on how often people click the "Upload file" button and subsequently register an account and upload a file, so I'll just assume this is your opinion. In any case, even if that link is left in the sidebar, there is a lot of room for improvement, for instance with the use of guided tours. * In principle, this is good idea, however, my memories from Russian Wikipedia two years ago, where the same or similar script was used, was that the problem are at the other end: There were an insufficient number of users willing to go through the feedback and react. Before installing this feature, we need to decide whether we have sufficient resources to handle it.--[[User:Ymblanter|Ymblanter]] ([[User talk:Ymblanter|talk]]) 19:26, 26 March 2013 (UTC)

** It's a risk - but Commons is different from Wikipedia, and there's only one way to find out how it'll turn out here. Even if it is unmanageable to the point of having to be turned off, it should produce some valuable data on users' needs. [[User:Rd232|Rd232]] ([[User talk:Rd232|talk]]) 19:40, 26 March 2013 (UTC)
