:::: 1) Yes, registration within 5 years (among a couple of other steps) could serve to protect the copyright if there were copies distributed without notice from 1978-1989. 2) [http://www.law.cornell.edu/uscode/text/17/404 17 USC 404(a)]. I suppose registration within 5 years could protect those as well from 1978-1989. It's a weird, specific exception which I think originally resulted from the ruling in a court case and was later put into statutory law. I think a newspaper owner tried to claim copyright over the advertisements (since there was no separate notice and they had copyrighted the collective work) and tried preventing the other party from using the ads in other newspapers, or something weird and abusive along those lines.
