{{out}} Saying it does not make it so, there are a number of examples listed above to give pause for thought on this, there are good cases for claims of fair use on all of them on projects that allow that, commons does not. I intend for starters to nominate for deletion any file sourced to www.copa2014.gov.br that looks like it was created by a third party and cant be located in use on www.copa2014.gov.br.
