Who was right or who was wrong is a matter of debate, for many of the variables were of a subjective matter and the understanding of the language used. But there are elements in the event that are not of a subjective matter, and those are the ones related to the application of policy. Administrators are expected to follow policy to the letter, and not to apply policy only when it suits their point of view or their fancy.
