Something that is not prohibited is accepted, hence it is acceptable. At least, that's how I'd interpret it. Where it says "continuing to upload media with these watermarks after warnings may be treated as a form of spam, which may lead to contributors being blocked from editing" it is clear and it's an improvement over ''ad hoc'' blocking. My alternate proposal is at [[User:Rybec/watermark_crimes_proposal]]. The main points are in the "Visible watermarks" section: uploaders are responsible for adding the watermark tag, images can be deleted for having difficult-to-remove watermarks, and re-uploading watermarked images can count as spamming.
