Oh, wait, I bet I know: 1892 is late enough to have a photographer on staff, but early enough not to be able to print the photograph directly. If we presume M. :A photographer? M. Browne is probably a painter/illustrator who lived in the 1700s (or a book publisher who hired such illustrators). Then a bunch of people made engravings based on his paintings in the 1800s. This was common practice at the time. A huge number of 19th century engravings are based on paintings or illustrations by other artists. I think it is reasonable to conclude that this image is public domain.
