I had the same question as Jameslwoodward but the interesting point that Latvia had 50pma per Art. 28, ''Law on Copyright and Neighbouring Rights'' of 11 May 1993 made the artwork free at the time of the URAA date. Lavia changed this to 70pma on 6 April 2000 (all per the cited en-wp article).
