If it would be worded ''Pages in any namespace created by banned or blocked users (at Commons) evading their ban or block and fitting any other deletion or speedy-deletion criterion or intended for disruption […]'', or similar. And when not being applied retrospective (if it turns out after 1 year that it was created by a blocked user) = There must be a reasonable time-limit., I could support it.
