Around 20% of new uploads (8,000/day) have problems (missing source, author, license, wrong license) or are plain copyvios. Uploaders are lying in your face about being the creator of stuff they copied from the web. Do you really think any '''BOLD''' warning at upload will change that? The same with out-of-scope uploads.
