:I checked the ticket. The CC release is by somebody at "spiritoffreedomtour.org", and is apparently meant to apply to the photograph. As there is no FOP for sculptures in the US, the release can't cover the copyright in the sculpture. However, the part of the sculpture that's shown could possibly be ''de minimis'', as the other main subject of the image is Reagan. Recommend settling this in a deletion discussion.
