:Non-commercial licenses (such as cc-by-nc) aren't allowed on Commons, so there should be specific permission be send to OTRS (again). In the mean time the files aren't shouldn't be uploaded here. Eiland didn't have specific permission and as the ticket is years old I think it's better to leave it this way unless something changes.
