Recently I found a picture and want to upload to Wikimedia Commons. So I contacted the author and told him something about the OTRS system. However, he said he had directly sent an e-mail to the OTRS foundation and I don't know what's in the mail. I also don't know if he has uploaded the photo to Wikimedia Commons. The e-mail may contain permission about a railway bridge picture which was taken in Chongqing. The photo should be in this page: http://blog.sina.com.cn/s/blog_4bc502c60102dxn6.html. I'm not very sure about sender's e-mail address. But MAYBE it's from sina e-mail service. Please help me have a check and tell me the situation and what I should do next.
