If you have Pete Helme use the template on that page and send an email to the address there then that should work. The file name is rather long. If you still have the picture then "Roger Scruton (year here) by Pete Helme.jpg" may be better. We do have [[:File:Roger Scruton.jpg]] if you want an image for his article.
