::Sorry INeverCry, I hesitate to disagree with your interpretation of Project scope, but appearing on Dr. Blofeld's user page is not a policy based rationale to keep unless Dr. Blofeld can verify that this is an image of himself, if so I suggest we rename it to [[File:Dr. Blofeld at home]]. Quite specifically, that policy states "An otherwise non-educational file does not acquire educational purpose solely because it is in use on a user page". :::Would it be ok if it was like, an 'artists impression' of Dr Blofeld ? Because lots of people upload pictures of themselves, and like, umm, how should I say it, 'not pictures of their face'. So I'm really really thankful when carrying out the commissioned work that I have NOT seen, ummm, how should I say, the Dr's 'mini me'. So this could be like a delete-able version because it makes him look like a single guy on a prom date with Mrs Palmer, except she's a guy and there is the whole bedroom scene and alcohol thing going on and 'beer glasses', so it's not an accurate depiction of Dr Blofeld or anything else I'd care to depict, but would that fall in the rules for it being a picture of the User if it was ? are artist's impressions ok ?
