The ''full-frame'' requirement is there for good reason: as soon as you frame (crop) you have made a creative choice, which adds originality. It seems your intent is for your work to enter the public domain. :::Just to be clear, I did not do the cropping. This crop along with several others was released by the Kimbell Art Museum. They no longer have all of them on their web page, but you can see this and other crops at https://www.nytimes.com/slideshow/2009/05/12/arts/20090512_PAINTING_SLIDESHOW_index.html ([https://www.nytimes.com/slideshow/2009/05/12/arts/20090512_PAINTING_SLIDESHOW_index-3.html this image)]. In any case, I do not accept that ''mere'' cropping constitutes sufficient "creativity" as to generate a copyright, at least not with respect to standard-shaped crops.
