There is a licence tag claiming that this is anonymous, but without any information about where it was published (if published), it isn't possible to tell whether the photographer was credited in that publication or not. The only information we have is a date of creation (which also differs from source to source). There is no information about when or where it was first published, so there is no way to tell whether it was published before 1923 or not. If it is anonymous and first published on the Internet in modern times, then the copyright expires in the United States at the earliest 120 years after it was taken. No source has indicated that it is at least 120 years old.
