[[Commons:FOP#Indonesia]] applies, so there is no FOP rationale, plus this does not appear to be illegal graffiti (I'm not sure, for all I know SAEF might be the local football team and the paintwork is amateurish). Location is actually given by the tags ("Port Vila" being in Indonesia).
