The [http://collectionscanada.gc.ca/pam_archives/index.php?fuseaction=genitem.displayItem&rec_nbr=3191960 Library and Archives of Canada] link listed as the source identifies him as the Premier of Nova Scotia, and the man's race is not entirely clear to me from the photo.
