This image is not a copyrighted logo of the university, as it is clearly distinct from the university logo, most notably in the detail of the lions. All other components are generic and commonly found in all types of heraldic imagery. The image in question is itself a derivative of another image under creative commons license, which depicts the Coat of Arms in accordance with the University's blazon, and is not itself a derivative work of the university logo. Unauthorized depiction of either this file or its derivatives is therefore possibly a violation of the Law of Arms, but not copyright law. Do you mean [[trademark]] being the issue of concern? If so, it is fair use, as are trademarks of many other organisations in Wikipedia.
