Both are very similar to {{tl|PD-GermanGov}}: certain legal documents are in the public domain. {{tl|PD-FinlandGov}} covers images in legal documents (so Finnish coats of arms and pre-1990 stamps are in the public domain) while {{tl|PD-Sweden-URL9}} only covers the text in those documents (so Swedish coats of arms and stams are protected by copyright). ::::Aren't there two issues here -- both the copyright in the photograph and the copyright in the insignia itself? I think we have to show that not only is the photograph PD, but also the insignia, which certainly would have a copyright as a sculpture unless {{t|PD-GermanGov}} applies.
