as far as I can tell, the two categories were being used interchangeably

::So it's LIMESTONE → sinter in a kiln → CLINKER → grind with gypsum → CEMENT. Whatever the place where all that is done is called, you can then put the cement into a {{w|concrete plant}} to make concrete. This is more of a single large machine, contrary to the more common meaning of the word "plant" as a whole factory.
