This scheme should make it much easier to delete large numbers of spurious uploads by new mobile phone contributors or others. Patterns of rapid PRODs, might also result in an uploader being flagged for the attention of an Administrator, or automatically blocked for 24 hours, if the pattern is severe (such as 20 or more PRODs in one day for non-established users).
